Research intent
Population: U.S. small trucking fleets with roughly 2 to 20 power units that need dispatch coordination, billing, tracking, or compliance administration. Date range: May 2023 through August 4, 2026, using the latest source available for each measure. Method: combine BLS occupational and employer-cost data with current published vendor prices, then calculate clearly labeled scenarios. Vendor quotes are not labor-market averages.
Industry evidence
"America's truck drivers have been on the frontlines of this pandemic, delivering goods to every corner of this country. We're grateful for their work, and today we're taking action to support them so we can build a more resilient trucking workforce that will keep our economy moving."
Official 2023 trucking statistic: Trucks moved $996.4 billion of freight across the U.S. borders with Canada and Mexico in 2023, up 5.2% compared to 2022. Source: Bureau of Transportation Statistics: 2023 North American Transborder Freight Numbers
Sources and methodology
We used BLS May 2023 occupational estimates for cargo and freight agents because that is the directly relevant published occupation located for this analysis, BLS May 2024 occupational outlook data for bookkeeping clerks, and BLS December 2025 employer-cost data for the loaded-cost calculation. IRS Publication 15 (2026) supplies the employer FICA rates. SBA and Census materials frame hiring and small-business survey limitations. Published provider prices were accessed on August 4, 2026. Annualized hourly examples use 52 weeks; monthly equivalents use 4.333 weeks. These are planning scenarios, not a quote or an assertion that every dispatcher performs every listed task.

What counts as a small-fleet support hire
| Population used for this report | U.S. fleets with 2-20 power units; an operating definition for comparison, not a federal size standard |
| Dispatch scope | Load search and booking, broker calls, appointment updates, check calls, rate confirmations, and exception escalation |
| Admin scope | POD collection, invoicing support, document filing, TMS updates, customer updates, and compliance-calendar administration |
| Owner decision boundary | Keep safety, legal, credit, rate-floor, and employment decisions with the carrier's accountable manager |
Employee benchmark and loaded cost
| Cargo and freight agents, BLS May 2023 mean | $25.22/hour or $52,460/year; 105,220 national employment estimate |
| Bookkeeping clerks, BLS May 2024 median | $49,210/year; adjacent benchmark for billing and admin work |
| Private-industry benefits, BLS December 2025 | $13.79/hour, 29.9% of total compensation |
| Illustrative loaded cargo-agent cost | $68,144/year, calculated as $52,460 divided by 70.1% wage share |
| Employer FICA inside payroll planning | 7.65% before other required or elected costs: 6.2% Social Security plus 1.45% Medicare |
Part-time and outsourced support scenarios
| Part-time employee at BLS cargo-agent mean | 20 hours/week is about $26,230 in wages/year before benefits, leave, recruiting, and payroll administration |
| U.S.-based published VA example | Time etc lists $39/hour for 10 hours/month, $38 for 20, $37 for 40, and $36 for 60 |
| 20 hours/week at Time etc's 60-hour rate | About $3,120/month or $37,440/year before any carrier software or phone costs |
| Managed VA example | Wing advertises $699 and $999 monthly general VA plans; confirm hours, coverage, and logistics experience before comparing |
| Dispatch-service pricing example | Published industry vendor guides commonly show 5-10% of gross, $50-$150/load, or $500-$1,500/truck/month |
Monthly budget by fleet size
| 2-3 trucks, light admin need | $700-$1,560/month for 10 hours/month of a published U.S. VA plan, or a dispatch fee tied to actual loads |
| 4-8 trucks, recurring dispatch and billing | $1,560-$3,120/month for 10-20 hours/week at the published $36-$39/hour example |
| 9-20 trucks, full workday coverage | Model a dedicated hire or managed team; a 40-hour employee benchmark is about $5,679/month loaded using BLS benefits share |
| Software-only alternative | Price separately; DispatchTool and DispatchMVP publish plan pages, but custom tiers and included features must be verified in a quote |
Hiring cost checklist and break-even test
| Direct employee cost | Wages plus legally required payroll costs, benefits, paid leave, recruiting, training, equipment, and manager time |
| Contractor or VA cost | Invoice or subscription plus software seats, phone access, onboarding, quality review, and coverage gaps |
| Break-even formula | Monthly support cost divided by owner hourly value equals hours that must be recovered each month |
| Example | $1,560/month support divided by $75/hour owner value equals 20.8 recovered hours/month |
| Control point | Track booked loads, gross margin after dispatch fee, invoice days, missed check calls, and unresolved exceptions for 30 days |
What This Means For Your Operation
The data shows that logistics companies face significant staffing costs and operational challenges.
Strategic use of virtual assistants can reduce overhead 30-50% while improving operational quality.
The companies winning in today's market are those outsourcing non-core functions strategically.
Pro Tip
Document the current workflow and one measurable baseline before changing it. A clear starting point makes it easier to verify whether the new process saves time, lowers cost, or improves service.

Frequently Asked Questions
How much should a small fleet budget for dispatch and admin help?
A practical starting budget is the cost of a narrow, measurable block of hours. The published examples in this report range from about $700 per month for light support to $3,120 per month for 20 hours per week at a U.S. VA provider. A full employee carries a materially higher loaded cost.
Is hiring an employee cheaper than a dispatch service?
It depends on utilization and load revenue. An employee creates a fixed cost, while a percentage dispatch fee rises and falls with gross revenue. Compare total loaded payroll against the fee on the actual loads the service would handle.
What should a dispatcher or admin assistant do first?
Start with repeatable work that has a clear output: load-board research, appointment confirmations, POD collection, invoice packet preparation, and TMS updates. Keep rate authority, safety decisions, and exception escalation with the owner or manager.
Are the vendor prices in this report market averages?
No. They are dated examples from provider pricing pages and industry pricing guides. They show how services package support, not the price every fleet will receive.
Can a VA handle FMCSA compliance?
A VA can maintain calendars and organize documents, but the carrier remains responsible for compliance. Define access, review, and escalation rules, and have a qualified manager verify regulated records.
